W.C. Langfitt is William C. Langfitt who, as a Lt. Colonel, commanded Fort Leslie J. McNair in Washington DC from 1906 to 1910, and as a Major General headed the Army Corps of Engineers Division Light Railways and Roads during World War I. He was later (1924) President of the Society of American Military Engineers.
